Adult Education as a Policy Priority

Adult education is playing an increasingly central role in shaping Europe’s economic and social future, yet both its purpose and governance remain contested. Against this backdrop, this research paper combines a systematic literature review with interviews of EU policymakers and stakeholders to examine how adult education is framed within European policymaking. Particular attention is given to its governance and coordination mechanisms. The paper also provides an in-depth analysis of the Union of Skills, the von der Leyen Commission’s flagship policy package in this field. By examining its objectives, identifying its weaknesses and exploring stakeholders’ perspectives, the paper offers a comprehensive evaluation of the current situation and highlights key insights to inform future policymaking.
